Dr. Kimberly Horn

Dr. Kimberly Horn, Ed.D, is a scientist and professor with the Virginia Tech Institute for Policy and Governance. Focused on helping individuals and communities understand and address addiction, Dr. Horn has maintained a diverse research funding portfolio from federal, state, and private agencies spanning two decades. Over the years, programs resulting from her research, including the American Lung Association’s Not On Tobacco (NOT) teen cessation program, have received awards and national designations, among them Substance Abuse and Mental Health Administration Evidence-based Model Program, National Cancer Institute Research Tested Intervention Program, Centers for Disease Control and Prevention Adoptable Program, and an Office of Juvenile Justice and Delinquency Prevention Model Program.
Through ORCCA, she is spearheading innovations through public-private partnerships to address the opioid crisis in Central Appalachia. Dr. Horn is passionate about community engagement and collaboration to solve critical public health issues.
